Richard Millikin was born in South Carolina and presumably went west for land opportunities.
He resided in Simpson County, Mississippi for a time and then moved a little further west to Carroll Parish, Louisiana where he taught school for a time.
He owned a large plantation where he raised three sons to adulthood: James Shaw, Creed Tanner, and John D. His plantation was near Old Floyd in Carroll Parish.
He was the son of James Millikin who fought in the Revolutionary War.
Richard served under General Andrew Jackson during the Civil War and fought in the battle of New Orleans.
After the war, President Jackson commissioned Richard to clear out the Bayou Macon and several other rivers to make them navigable for boats. He owned great tracts of land which were later lost by family members for nonpayment of taxes.
According to a Louisiana history book, Richard died at the age of 88. The story is that he was killed by carpetbaggers and buried on his plantation in a family burial plot.
